Any collaborator added to the application also needs Level 2 eAuthentication access.
The program also signals specific Administrator priorities for FY 2026 that can influence scoring through discretionary priority points. The Administrator may award points to improve geographic diversity among awardees and to favor projects that advance Rural Development priorities tied to rural prosperity and quality of life in rural America. Additional priority consideration may be given to eligible applicants who have never previously received a VAPG grant, as well as applicants requesting smaller awards, specifically those seeking less than $125,000. These priorities are intended to broaden participation and distribute support across more communities and new entrants.
There are also notable disclosure and compliance expectations related to third-party professional services. If an applicant pays outside professionals to prepare any part of the application or to provide grant management services, the applicant must disclose both who was paid and how much. Examples include consultants, grant writers, technical assistance providers, and packaging or similar professional roles. The amount paid can affect eligibility for Administrator priority points: if the total paid for these services exceeds 15 percent of the requested grant amount, the application will not be eligible for consideration under Administrator priority (though it may still be eligible for the program overall). If the paid amount is 15 percent or less, there is no impact on eligibility for those priority points. Separately, program rules emphasize that grant funds or matching funds cannot be used to pay for the costs of preparing the grant application itself (cited in the notice under 7 CFR 4284.926(a)(6)).
Finally, applicants should be prepared for post-selection verification. If selected, the agency may request copies of contracts or agreements with third parties to confirm what was disclosed, including the scope of work and payment terms. If an applicant cannot provide adequate documentation, or if the documentation does not support what was claimed in the application, the agency can rescind the award. The agency may also request other related contracts to ensure costs were not shifted between agreements to bypass the rules.
